I apologize for nothing

This site is apparently going to offer predictive travel ticket sales, with - really - refunds if the price goes up after you purchase the ticket.  The catch, though, is that this is apparently already a rule that the airlines subscribe to voluntarily.  So, what’s the over/under on that rule getting changed, and Yapta’s fifteen minutes being over?
